The President authorizes the appointment of an auditor to conduct accounting audits of the revenues and expenditures of the State, state and statutory organizations and the duties of administrative agencies and officials. Land and resources are protected by the state, and the state formulates plans for balanced development and utilization. The state strives to realize the principle of economic freedom of cultivated land and prohibits the system of renting cultivated land. The Supreme Court has one Supreme Court Justice. However, a non-Supreme Court judge may be appointed under the law. The President may declare martial law when necessary under the authority of law to respond to military necessity or to maintain the public welfare as a combat force in times of war, incident, or equivalent national emergency.
The President may not concurrently serve as Prime Minister, a member of the State Council, a Minister of Administration, or any other public office prescribed by law. Military courts may be established as special courts to be responsible for military trials. Workers have the right to independent solidarity, collective bargaining and collective action to improve working conditions. The President has the great responsibility to ensure the peaceful reunification of the country. All citizens are obliged to pay taxes in accordance with the law. The organization, terms of reference and other necessary matters of election committees at all levels shall be prescribed by law. The President may issue a presidential decree on authorized matters, clarifying the scope of the law and matters necessary to implement the law. Everyone has the right to seek immediate assistance from an attorney upon arrest or detention. However, if the defendant is unable to hire an attorney on his or her own, the state is required by law to hire an attorney.
The Director is appointed by the President with approval of Congress. The term is four years and can only be re-elected for the first time. No one may be arrested or detained unless they are informed of the grounds for arrest or detention and have the right to seek counsel. The reason, date and place of the arrest must be immediately notified to those required by law, such as family members of the person arrested or detained. If the President is absent or unable to perform his duties due to an accident, he exercises authority on behalf of the Prime Minister and the statutory members of the Council of State. All citizens enjoy personal freedom. No person may be arrested, detained, seized, searched, or interrogated except in accordance with the law, and no person may be subjected to punishment, forced security, or forced labor except in accordance with the law and due process.
